Loan Assigned to CEBA Program — Changes to My Business

If I am about to close my business, do I still have to repay my CEBA Loan?

Yes, you are required to repay your CEBA Loan, even if you close your business.

How do I repay my CEBA Loan if the ownership of my business has changed?

The impact of a change in ownership of the Loan Holder on the repayment terms depends on the legal structure of the Loan Holder’s business (i.e., whether the business is a sole proprietor or a corporation) and the type of ownership change.

If your loan has been already assigned to the CEBA Program for collection, please contact the CEBA Call Centre at 1-888-324-4201.

My business has become insolvent, and I have questions about my CEBA Loan. Whom should I contact?

For any questions related to outstanding CEBA Loans, please contact the CEBA Call Centre at 1-888-324-4201. Please note that the CEBA Program is unable to provide advice related to insolvency; you may wish to seek advice from a licensed insolvency trustee if you are considering insolvency or your business has become insolvent.

My business has filed for bankruptcy/a consumer proposal/is in receivership, what should I do regarding my CEBA Loan?

Once you have been appointed a licensed insolvency trustee who is qualified to help you through the insolvency process, please ask your appointed licensed insolvency trustee to contact the CEBA Call Centre at 1-888-324-4201 if they have not done so already.

Please note that the process of entering into a payment arrangement with CRA does not apply to insolvent CEBA Loan Holders.

To learn more about consumer proposals, bankruptcy and how to find a Licensed Insolvency Trustee, you may wish to visit the Government of Canada’s website at: canada.ca/en/services/finance/bankruptcy.html

If I previously authorized a Third Party with the Canada Revenue Agency (CRA) to manage my CEBA Loan, can they discuss my loan through the CEBA Call Centre?

If you have previously added an Authorized Third Party with the Canada Revenue Agency (CRA) to manage your CEBA Loan and their contact details are displayed on your CEBA Portal Account, they can call into the CEBA Call Centre at 1-888-324-4201 and authenticate themselves to discuss the details of your loan.

How can I authorize a representative to communicate with the CEBA Program?

The Canada Revenue Agency (CRA) is responsible for authorizing, adding, editing and removing Authorized Third Parties, such as a family member, an accountant, or a lawyer, to manage your CEBA Loan.

If your business is not insolvent, please contact the CRA directly to initiate the process to authorize third parties using the phone number provided within your Loan Assignment Notice. Once the CRA informs the CEBA Program that they have received the authorization, your Authorized Third Party can request information about your loan through the CEBA Contact Centre but will not be able to log into the CEBA Portal or have access to it. If your business commenced insolvency proceedings before your loan was assigned to the CEBA Program, then it is not possible to authorize third parties to your loan account.

I am an executor of the estate of a deceased sole proprietor, what do I need to do?

In order to access CEBA-related resources and manage the loan on the deceased's behalf, the CEBA Program requires the executor to follow the executor validation process which includes submitting a death certificate and a will to the CEBA Program. Please contact the CEBA Call Centre at 1-888-324-4201 to initiate the process.

Once the documentation has been validated and the executor information confirmed, the Canada Revenue Agency (CRA) will contact the executor to discuss payment arrangement options. Alternatively, you can proactively reach out to the CRA CEBA Contact Centre once you have completed the executor validation process. You can reach the CRA CEBA Contact Centre at 1-800-361-2808.

I need to send a secure document to the CEBA Program, how do I do that?

The CEBA Program uses Cisco Secure Email to send and receive secure emails. Cisco Secure Email is only used in certain cases in which the CEBA Program needs to exchange sensitive information with Loan Holders. The CEBA Call Centre can initiate this process and will confirm the email address on file before beginning. In cases where you have been asked to use Cisco Secure Email, you will receive an email from a CEBA secure mailbox containing instructions on how to register. Once registered you will be able to view and reply to emails through Cisco’s Secure Email Portal. To reply to an email, click on the reply button.
